"- Cash will stay, somewhat... but it'll be... for exceptional situations. People will have to apply for permission... to withdraw bigger amounts of cash... and smaller amounts won't be able to be withdrawn at all... but it'll be only in exceptional cases. Whatever will be outside of the system, the electronic financial web...... it'll be a special system which will be recording everything immediately... There'll be a period of time when people will be able to report... so, if somebody has hidden cash, they'll have to report it by some deadline... and if they don't report it... keeping it, and then using it, will be punishable. So, a time will come, when people will have to get rid of cash.
- If somebody has expensive items, when this system is created, they'll have to report those expensive items... for example expensive jewelry, expensive items... because later, if they wanted to sell such an expensive item, and it wasn't put in the system... they could get a huge fine, or have the item confiscated... because everything will have to be recorded. They'll be able to sell it legally, electronically, if they report it at the right time, when this system is created... that they own such an item. Total surveillance.
- But not the whole world succumbs to this craziness... of electronic money, electronic accounting. There'll be countries which won't participate in it at all. Latin America, some countires of South America... some Asian countries won't participate in it.
- I have an impression, that in the future, continents such as Africa, or part of Asia, or Indonesia, or... there are some of those countries... Vietnam, Laos, Ceylon, Sri Lanka... similarly Africa, as I've said, South America... it'll be places... where people in the future, when this fiscal pressure is much greater... in the future, people will be looking for freedom over there."
